Why is the Plank scale energy 17 order of magnitude higher than weak force energy?

Because if it wasn't fine tuned then the universe wouldn't be capable of supporting intelligent life. So then we wouldn't be around in the first place to be able to wonder "why is everything so fine tuned?"
