Can you use the Alien Epoxy to repair armor in Fallout 3?

Alien epoxy is the stuff you find in mothership Zeta. I know it can repair weapons, but can it repair armor? I have the Winterized T-51b armor from the Operation Anchorage add-on (which doesn't break), but the regular T-51B armor has a better DR rating (50, compared to the Winterized version's 45). This armor, can break, and can only be repaired by regular power armor. Can the alien epoxy repair it?
